Board of Trustees Meeting Minutes - July 28, 2025

The Medina County District Library Board of Trustees met in special session on Monday, July 28, 2025, at Medina Library. With a quorum present, President William Koran called the meeting to order at 5:50 p.m. The Pledge of Allegiance was recited.

Roll call: The following members were present: William Koran, Mark Krosse, Sarah Vachon, Brian Harr, Caleb Parker, Ann Marie Flannery, and Christopher Jakab.

Library staff members in attendance included: Julianne Bedel, Executive Director; Allison Gaebelein, Fiscal Officer; Emily Henry, Human Resources Director; and Jennifer O’Neill, Deputy Fiscal Officer acting as recording secretary.

Approval of the Agenda: Mr. Harr motioned, and Mr. Parker seconded the motion to approve the agenda. Motion carried.

2026 Health Benefits: Ms. Vachon reported that the Personnel Committee met on July 28. The committee discussed healthcare brokers and Stark County Schools Council of Governments. Mr. Jakab asked about the Homestead fee model. Ms. Gaebelein explained that Homestead’s fee structure was transparent and that the Library would pay Homestead directly, rather than having the agent’s fee incorporated in the insurance carrier’s bill.

Resolution 25-13: Upon recommendation of the Personnel Committee, the Board of Trustees hereby authorizes library Administration, in preparation for the 2026 health insurance benefit plan year, to work with the healthcare broker Homestead. Motion carried.

Adjournment: There being no further business, Mr. Parker motioned, and Ms. Vachon seconded the motion to adjourn the meeting at 5:56 p.m. Motion carried.
